A Street Lined with Cherry Blossoms, After Decontamination

The area to the left of the guardrail has been designated as a difficult-to-return zone (an area where one can only enter temporarily and if they receive a permit), and that to the right as a restricted residence zone (an area where you can only enter for a limited time during the day). This designation has not changed. Only the restrictions on the right side will be lifted, allowing people to return home as of April 2017. Can anyone really return to live there — this area separated (from a hazardous zone) by just a single guardrail?
